Why would Q license Snaptrack separately to an ASIC manufacturer? Would only cut into Spinco's ASIC sales.

If Q retains Snaptrack after the spinoff, I assume it could legally, i.e., without any anti-trust problems, refuse to license Snaptrack to anyone but Spinco, thereby increasing Spinco's ASIC sales.
