That is absurd. The campaings were designed to win electoral votes. The popular vote becomes a coincidence. For instance - if the popular vote was all that mattered Bush would have spent the last days in New York and California. Instead he went to Tennessee and Arkansas.

How sweet - if Algore had won Tennessee this would all be over- LOL!

Uh, Every heard of Franklin Roosevelt? He served 4 terms in the 20th century. During his forth term a constitutional amendment was passed which limited future presidents to two consecutive terms.

I'm not sure if it prevents Bill Clinton from running again in 2004. (Since I believe the limit is only on consecutive terms)

Anyone else know?
