You are exactly right. There is no popular vote. What we are calling the popular vote is the sum of votes placed for electoral voters. For instance, many republicans in a strong democratic state like New York will not bother to vote simply because their votes has no meaning. The same is true in a strongly held democratic state. The "every vote counts" phrase does not apply at the presidential level.
