The panhandle is heavily Republican, and likely to vote for Republican local candidates in a landslide.

There was a report cited on television (can't remember which channel) that was a statistical study of voter patterns in cases where the outcome of the election is already know that shows that turnout for the winner remains strong, while the presumptive loser's voters give up.

I agree with your point, but how are we to know how it would've turned out. What we do know is how it did turn out- Bush leads.
