At least locally, they have folks whose job it is on election night to "clean the chad," the little pieces that may not have altogether fallen out. Needless to say, sometimes they are not all caught. The may be caught the next time around, or may fall out on their own between counts. Accordingly, in theory, the second count should be more accurate, because there is less improper chad skewing the results. Also, you are going to receive ballots that are torn, or bent and wont go through the machine. Those ballots have to be "remade" by election officials. That is why candidates and campaigns are allowed to monitor the process. It is a human institution. I suppose that a monarchy would be much cleaner, but I like our system.
