Steve, I do not think that the US imposes a test of intelligence, or other physical handicap on voting rights. It used to be that you had to be literate, that was truck as well. (Don't ask me how you vote when illiterate). The fact that only one county had such a large percentage (5%?) of confusion, might be indicative that something might have been wrong with the way the ballot was designed. The specific design surely did not allow judicious reflection of the "will of the people".
