Hi Dave - that is a blanket argument [re: other districts.] The 1st thing the court would do is to see if there is probable cause

NH has also discontinued the use of punch hole design for 10 yrs. This is not the only factor, however. Like "jay walking," people tend to overlook it. But if that causes a larger issue, then power is brought to bear!

On a separate note, here is the deal. For Sen McCain's supporters, they should hope VP Gore to move in to the WH. If Gov Bush settles in, whether he does well or not in the next 4 yrs, Sen McCain's chance will be greatly diminished. Ditto for Buchanan, for different reasons. For Mr Nader's supporters, they should hope Gov Bush to move in. Ditto for the First Lady's supporter <vbg>, for different reasons!
