It also not really the case that 19,000 ballots were voted with two presidential candidates.

The 19,000 number include all of the spoiled ballots that were exchanged for new ballots that were successfully voted.
So you might have 18,000 people who made a mistake while voting, realized it and asked the poll worker for a new ballot and the spoiled ballot was put into the stack of spoiled ballots. Thus leaving only 1,000 or so ballots that were submitted to be counted that had two or more holes punched.

Please the media is getting a lot of the details wrong on this story, in their rush to get their candidate in.
