Re underpunched cards. When these types of cards are used, often a voter will begin to punch one choice, realize the mistake and punch another. This leaves a dented punch & a fully punched choice. The scanners often can't differentiate and void the card. This is also the reason why the vote tally shifted quite some in the machine recount. The scanner depending on the depth of the dent may or may not count it as double punched on any given run. It's reasonable to assume that out of 19K+ cards that were originally voided, a percentage, perhaps a significant percentage, will upon visual inspection clearly indicate intent of the voter. Rich
