If you want prices in real time, you probably need to open an account or pay for a data service. There are a number of places to get free delayed data in a better format than what you describe.

cboe.com

I suggest you go there and check out the educational materials. The have a decent overview of tax issues.

One place I think you can get free delayed data, that will also give a "good price" or fair value estimate is at

mytrack.com

You have to download the software. Pay service is also available at various levels from there.

The amount of cash needed depends on the broker, and the kind of options trading you might be doing. I happen to use

interactivebrokers.com

The prices are very good, especially if you want to trade small to learn the ropes. The account size and margin requirements are at the link. You can also use the myTrack "contest" as a simulator for paper trading.

That should get you started.
