That wasn't the standard when Bush was nailed. Thing is he was way below the .15 standard of the time for being drunk.

In Illinois now if you have one drink, or one OTC cold pill or any prescription medicine you get a DUI. $2500 plus counseling and 3 months with out your licence. DWI kicks in at .08 and gets you really punished.
