I agree with you that it is not NECESSARY (i.e., that it is not required). But where you have 7,000 votes in a single county that were rejected by the machine, and where Florida case law provides that those rejected votes are, under proper circumstances, still legal votes, I don't see why Gore shouldn't pursue the hand count.

The rule is that whoever gets the most legal votes wins, NOT whoever gets the most votes accepted by the machine wins.
