It's not about reading comprehension, it's about visual clarity. Most 8 year olds have good eyesight.

The attempt to make people unable to visually understand the form seem like idiots doesn't work.

There was a reason that they were made illegal. Though a loophole got put in later.

Someone pointed out today that the same people have no problem playing two to four bingo cards at the same time or with the minute lettering on lottery tickets.

We all know, those are just silly excuses.
If a second grade pupil has no problems following instructions and punch holes into the correct slot and an adult person is unable to comprehend, we are in trouble!
There are reading glasses to see. But if older people can not follow these easy instructions they may have to pass
a mental fitness test.
