You still don't understand. The recount and votes are not certified. They can't be as the Palm Beach County vote has been enjoined from certification by a Florida judge. It is therefore still incomplete and hand recounts are already underway in 4 counties. Bush claims of victory are presumptive and premature. I think unseemly is an accurate description.
