I could only venture a guess so I won't. The only way to delay would be to initiate litigation. And we all know tit begats tat. Here's what I was thinking. Let's say you're a recently elected Congressman in say, California. Let's also say you have a sneaking notion that some ballot boxes were stuffed in the name of Gore or Bush and carried a vote for you as well. That ballot, with your name and your future gets tossed out when the presidential fiasco comes to town. If I'm you, I call the RNC or DNC and ask, "Do we really need this?" If I get enough of those calls..... I'll give you dollars to donuts, before the fit hits the shan, someone's gonna say,"Enough is enough". Let's hope.
