Zeev I can agree with most of your post. My one comment is that what is done in one county should also be done in all counties. For example if a manual recount adds votes with imperfect punches, then if a manual recount is to be done in one area it should be done in other areas as well, and perhaps in other states. You can't pick and chose where you apply one system and where you apply another. If manual counting is the system to be used, it should be used everywhere. Carl
