It makes little sense and looks extremely bad that you continue with personal attacks on Bush, which are, in reality, your personal opinion.

Intelligence would also have to be combined with the non-intellectual qualities a leader should have. Decision making ability. The ability to get along. To be friendly and stern at the same time etc. A good example may be Einstein who, while being a genius was too shy to be a great leader.
