There are TWO sides; for your edification, I'll present the other. The GOP and James Baker are concerned about the unlimited and standardless discretion that would be involved in a hand re-count of ballots by local election officials in selected districts. A hand re-count would be looking for things such as impressions and marks (such as from a pencil) that are found on a ballot. Sometimes - such as in the case of hanging paper particles that block a machine reading - the decision is easy and obvious. But how much of an impression is needed to discern voter intent? One official in one district is going to require one thing while another official will require another. And a biased official can use different standards depending on whether it benefits his man. Yes, there will be GOP observers in Palm Beach County, etc., but there is still no control or limit to the way those officials decide. Unlike the impartial machine which we went to originally exactly because of their impartiality. And hand re-counts can cut both ways. It was reported this morning that in the NE of Florida, Duvall County, there are 22,000 ballots that were invalidated for double voting. Duvall County went heavily for Bush and presumably Republican election officials in the partisan charged atmosphere could do Gore some real mischief. There are potential recounts is New Mexico, Oregon, Iowa and Wisconsin. In Wisconsin, the allegations of the GOP are particllarly egregious: not only buying votes at Milwaukee shelters with cigarettes, but multiple voting, handing out multiple ballots, no checks on residence, college students bragging they voted for Gore 5-6 times, etc. Does anyone want an unfettered, partisan election board making decisions about which ballots to disqualify and which not? This process that Gore has opened in 4 heavily democratic Florida counties is potentially ENDLESS? In any event, the topic is not boring. Bruce
