The paper hole is still attached to the voting card, on the flip side. Just like when you punch a baseball All-Star game ballot. Hold it up to the light, it shows a clear circle of light for "M. McGwire, first-baseman." However, turn over the card and the paper circle remains affixed. When ballot through the machine, no vote is recorded, even though it is clearly obvious that you voted for "M. McGwire." A human check would rectify this problem easy enough.

If the head of the Florida Election Commission says this is the right thing to do, I'll just his or her judgment, and I don't even know whether this person is a Repub or Demo.
