They just did a piece on a congressman who's recount included the counting of some number of "partially punched" ballots. The pictures of such ballots that they showed with their partial punches undermine your assertion that you cannot read intent. Clearly when no vote registers with the machine, and the punching mechanism is not properly aligned, not necessarily through any fault of the voter, or it is not vigorously punched completely through as weaker or older voters may be inclined to do, then you can hardly disqualify their votes, if it turns out that their vote would be determinative.
