Lots of inner-city schools are making progress. Lots aren't. Still lots of problems. You and I agree on that point. Many of the problems are societal, not educational. Despite your dislike of "more federal government," it might make sense for the federal government to take a greater initiative in the area of improving inner-city schools. Bring in education "SWAT" teams; work with the local people to turn around the schools; work hard to involve the parents; then leave after a few years. Give the at-risk districts some extra federal help, in the form of incentive grants, computers for every classroom, and so forth.

This makes more sense than giving out tax breaks.
