I am quite certain you haven't look at a single statute in order to make that comment. I am also pretty certain that none of the other states' statute have standards stated within the statute. Usually, a statute is passed by the legislative brach and then the agency deemed to be the agency that is to enforce that statute passes regulations and guidelines. And, it is clear to me that the Florida election committee has promulgated rules, procedures and guidelines (even as to whether a ballot can be counted depending on which direction the little tab that hasn't fallen off is leaning). If you mean that Florida doesn't have any standards because humans do the re-count, then I would think that applies to every state that does manual re-counting.
