The President doesn't spend money. Congress does. All this while the Democrats were pushing massive military cuts during the 80s.

Pure Republican folklore. The President prepares a budget and submits it. Congress passes it, and the President signs it.

Congress actually spent less money than Reagan asked them to.

Someone was arguing a few minutes ago that the deficits were the price of ending the cold war. Now you are saying that the Democrats were cutting military spending. You guys should at least try to get your Reagan fantasy story consistent.

The president does spend (obligate) money. Congress appropriates it. The president is required to spend what is appropriated. Of course, a president can veto any appropriation bill. Once he signs it, he can't bitch about it without appearing to be a coward or an imbecile.
