The ballots are punch ballots no pencils involved. They cause problems and are illegal in Massachusetts for the reason of often not counting a punch that does not go through through both layers of the ballot.

I reject that notion, without qualification. People were told what "act" they needed to take -- simply punch out the tab, and verify that you've done it -- and that's all that ought to count. To require less is to have no requirement AT ALL. The next lowest standard is simply mob rule.

You raise 2 questions.

The obvious one is that --if the tab is not completely punched out, it does not count. What if there is slight pressure applied on the tab with Buchanan's name next to it while the hole is completely punched out beside Gore's name.
Should that one count?

I would think it does count, if it has not been already.
My reason is that in the case of the single punched ballot and the tab is still dangling, it is not counted.

My feeling is that if they don't count the single punched but dangling----they would have to count the double punched but where only one tab is completely removed.

This is getting strange. That is why they have 2 extra piles. My guess is that there could be about 10,000 of the 29,000 that were not counted (about half non-votes and the other half with 2 holes)

It is not strange to see Bush's people take legal action due to the enormous change in ballots that could result. They sense that the change will be huge. I could be wrong but maybe in Republican dominated areas of Florida, there may be less wasted ballots, reducing the potential pick up for Bush in those regions.
