During the Reagan Administration are you saying that the Democrats controlled both the House and the Senate during the both terms?

In only the first 2 years did the Republicans control a house and it was not both of them. The last 6 years and all 4 years of Bush's term were controlled exclusively by the Democrats.

A balanced budget was not proposed by any house of congress since the early 1950s until the Republicans did so after they won in 1994.

A balanced buget ammendment by that same 1994 Republican congress was the only time in history such an ammendment had been proposed.

Clinton vetoed it several times before finally signing it before his re election in 1996. He then apologized to his supporters for signing it at his 1996 victory party.
