A chad is the punch that doesn't get fully discharged from the ballot.

Are you saying that if the machine failed to count the vote because the paper didn't separate from the ballot then the vote shouldn't count? You know that is just as likely to happen when a Bush voter punches through as when a Gore voter punches through.
