Annette don't you remember when the Chicago River flooded into downtown Chicago's basements (shutting down the Board of Trade and the Chicago Merc) back in 1992? The City did everything they could to keep the Corp. of Engineers from building a temporary dam to fix the problem easily. I suppose the powers that be were indeed worried about all kinds of things that might be brought into view. I recall one Alderman saying, "you can't lower the river level, that is like desecrating a tomb."....too funny!
