In other words, Clinton's net budget for the past 8 years would have been in the black, if it wasn't for the horrendous legacy of debt left behind by Reagan/Bush.

"If" the government didn't spend another trillion on other things, Clinton would be presiding over 1.3 trillion per year surplus. If the cold war wasn't won during Reagan/Bush years, Clinton wouldn't be able to dismantle the military and raid military budget for other things.

If Reagan and Bush presided over Republican Congress, maybe the budget would be balanced 10 years earlier.
