If Bush does not have the Florida votes (all of them, or at least 24/25) Gore will win based on the results of the other states. Bush can not win without Florida's electors voting on 12/18. Seems unlikely that we get a decision from the U.S. Circuit Court, Appeals Court and Supreme Court by then...
