If the FLA electoral college vote is not release by December 18th, the electoral college will vote without them. If Bush does not have the Florida votes (all of them, or at least 24/25) Gore will win based on the results of the other states.

Bush can not win without Florida's electors voting on 12/18. Seems unlikely that we get a decision from the U.S. Circuit Court, Appeals Court and Supreme Court by then...
