Ain't that the way it is.

The federal government will help a "deserving" hard working citizen trying to start a business.

Defining the term "deserving" somehow ends up being attached to certain blocks of voters instead of all hard working citizens of this great country.

In general when you consider all the rules, regulations, forms, fees, taxes and hoops you have to jump through so the government can get in line to take a piece of your action, I don't know how you can come up with a statement like "Democrats are more for startups". Here's one out of five examples:

"She said her plan would yield 200,000 New York jobs over six years. It included specific tax credits to encourage business investment, especially in the high-tech sector"

Sounds a tad Republican, doesn't it?

Btw, Hillary Clinton met with quite a few people in the entrepreneur community, and if I remember correctly, her mission was to gain insight as to how to build high-tech startups (probably for New York).
