Bush did not declare victory prematurely. The networks claimed that Florida was his. The votes showed that he had more. This happened in all the other states even though not all the votes were in, even in the close states. That's the way it's been done in this country since we've had TV announced elections. The only difference was that Gore did not concede as he should have done, just like Ford and Nixon did even though they were strongly advised by their closest advisors to contest. They put the country first, not themselves.

Then a second vote was taken in Florida, which also showed that Bush won. Of course he is going to claim victory - he should.

The recount is being taken as a result of Florida law, not because the dems are whining and they are sore losers(even though that is true of them). This would have happened even if Gore had already conceded. If the results of the recount showed a different result, then Gore would have to be declared the winner - but both recounts showed Bush the victor. The dems just want to keep recounting and recounting until they get the desired result. This is both childish and smells of being a sore loser.
