You are right about that but I'll bet you that most, if not all of those overseas ballots have been received already, and they know the outcome. They would not be so confident otherwise. Just because 10 days are given to RECEIVE them, doesn't mean that they can be mailed after the election. The law says they must be postmarked by Nov. 7 and received before 10 days after that date.

I don't know how they are going to validate postmark dates. Anyone can get a machine and put a postal date on it.
