From what I have heard from people who have been through this process, it is very common in hand recounts for the victor in a particular precinct/county to pick up a fair amount of additional votes. In all fairness, Bush should be given the opportunity to do the same.

Perhaps a hand count for the entire state is the fairest way to proceed using uniform standards for determining voter intent.
