The hand count should be done in all counties or none I agree. That is the least that should be expected here.

<Can the federal judge, that is hearing the Bush's request to block the hand recount, authorize a hand recount in all counties even if the some locally mandated deadlines have passed? > According to Florida voting authorities the deadline maybe extended by the Florida Voting authorities, or, The circuit court (I assume he meant a Florida circuit court)
