To reiterate what I said - BOTH sides are using everything they can to their advantage, that's all. Neither side is being 100% honest and truthful - they are trying to win-and both are spinning anything they can to accomplish their goals. Its politics - about power, money, and influence, and NEITHER side gives a damn about anything more than winning at this juncture.

My position simply states that any recount should use methods that are accurate and repeatable. Any rule that is subject to interpretation should be looked at very closely to try to eliminate ambiguity. If five counts of the same ballots under the rules by five different impartial people (yes it is difficult to find these now (perhaps federal judges)), yield the same results, then such rules lead to the twin requirements of accuracy and repeatability. Since it is very hard to do this, especially the impartial part without a machine, most simply throw out ballots because it is much easier to say that it is the voter's responsibility to make sure the ballot is properly filled out (help is given when asked).

People get their knees skinned when trying to ride a bike. They learn from their mistakes and they will do better next time. They have four years to fix their systems (perhaps less with local and state elections) to reduce these problems but, like buying a car, taking a test, or getting a driver's license, voters must take care. Democrats in these counties voted for a cheap, error prone system (punch cards have a typical error rate of 5%, voting machines 2%, and optical scanned ballots 1% (mostly due to quick checks prior to accepting the ballot)). 22K out of 400K is about normal.

The answer in these counties is simple. Next time pay and get optically scanned ballots and they may have accuracies better than 1% and the recount will yield the same exact numbers (+/- 1 vote per million). For now, throw out the double punched ballots and unpunched ones just like every previous election with these type of ballots (no fair changing the rules after the fact), and let the counts fall where they do. If Gore is really serious about this, he should push for a law to outlaw any punched card ballot systems to elect anyone for any federal office while providing for federal funds to upgrade everyone to more accurate types (either voting machines or optically scanned ballots right now)(get rid of the failed mail in ballot system of Oregon (it is just rediculous)). It would be a small fraction of the funds expended in all these campaigns this election.
