I suggest you read the patent, instead of the abstract.

Nokia has patents on a technique called Location Area Index (LAI) where a group of base stations comprise a LAI and when a mobile registers with one,

That should be the zone method which was discussed in details in that patent. I will not go through the length to discuss the shortcoming of the zone method, esp. in a heavily traveling environment. Here is the conclusion from the patent. Although the zone method does provide an improvement over the timer method. There is still need to reduce pagings even further

So read the patent carefully before consulting with Clark of engineer.
