Re Math and the chads:
The judge should deny the 4th (manual count) In Palm Beach county
Why ?. Hanging, loose, or defective chads
(There were 269k votes for Gore, 153k votes for Bush)
Reason: The more the cards are handled the more chance a loose or defective chad blocking the hole will fall out and
permit a vote to register.
If a total of 422 chads were to fall out, the odds are that Gore would gain 269 vates and Bush would gain only 153 votes. Advantage and election to Gore
To be fair:
The judge should then allow a recount (4 times total)
in Lake, Duval and Lee counties if they used punched ballots where Bush had 308K and Gore had 216 k votes
Reshuffling those with say 524 defective chads would produce an estimated 308 additional votes for Bush and 216 votes for Gore. Advantage Bush, election to Bush.
Since it is too late under the law ( I think) for Mr Bush to ask for a recount in those three counties the present manual recount cannot be fair, nor can it be made fair under present law and should therefore be disregarded
unless all Florida votes are recounted with as much shuffling of cards as is occuring in Palm Beach County .
