How about this. We cancel Labor Day or President's day and instead make the November election day a holiday. All polls nationwide open and close at exactly the same time. This might increase participation, and also minimize the impact of the networks' influence on the outcome.

We would have to figure out what to do about Hawaii and Alaska, but is a starting point.
