Then anywhere a machine was used a hand count is in order...right? First let me say that I think the best course IS to recount by hand all of Florida. But to answer your question at this point, these hand counts need to be asked for. Apparently Bush did not ask for hand counts elsewhere, though it is my understanding that he has already benefited from one in Seminole County when the state law mandated one was made, despite there not being requested to conduct one.
