There is a criteria that was followed in Palm Beach County, that looked pretty strict. As I heard the discussion last night, at least 1 corner of the "chad" had to be "detached" from the card. Indentations were not to be counted. So if there is a hand count across Florida, one hopes that the same criteria is adopted or you will be right back to where we are now insofar as a uniform counting threshold goes.

If you vote absentee, you have to sign the envelope you return your ballot in. Why? So elections officials can compare that signature against the signature on your voter registration card. There are lots of similar examples. That's why the election offices are open for both to sides to watch while the counting is going on.
