Selling by foreigners is a wild card. They could run and hide for a little while longer. Obviously we can go to 2800 or 2500 -- or for that matter we could go lower. However, this does seem to me like a reasonable time to start averaging in if you moved to cash in September. The stocks that worry me are the so called "leaders" which could still get crushed as they fall from their highly elevated perch high above the overall market. Good luck.
