A manipulation of loosely interpreted rules with the objective of achieving a predetermined outcome, with a total disregard for the issue of fairness.

Why would Bush ask for a recount when the Democratic Election Officials had told him that he was the winner? They then changed there mind and said that a recount was in order. That recount was supposed to be the end of it. Bush also won on the recount. Now the Democratic officials said that winning the recount was not enough. They went to a Democratic judge, a supporter and contributor to Gore and asked for a third recount, but to be made manually. The judge's husband was also appointed to a Democratic position by Clinton. The were no rules or guidelines in place for the manual recount. Guidelines were established by the Democratic officials and then changed 1/3 the way through the manual recount. The Democrats are engaged in what I would term as an open public fraud against the citizens of the U.S.A.
