State Secretary Could Short-Circuit Gore Recount Gambit

If Florida Secretary of State Katherine Harris sticks to the vote certification schedule that she announced on Thursday, the Gore campaign's plan to use hand recounts to overturn the presidential election will likely fail.

After a machine-tabulated recount showed that Bush retained a slim 331-vote lead, Harris said she would officially certify the election on Tuesday, Novemebr 14, as required by Florida state law.

The Gore campaign, working in tandem with local Democratic officials, immediately sought a hand recount in four Palm Beach County precincts to determine whether a countywide hand recount is necessary.

Early Sunday, Palm Beach officials overseeing the precinct recount announced they had uncovered enough previously unrecorded votes for a second recount countywide.

But it's doubtful such a laborious hand retabulation of Palm Beach County's 184,000 votes would be completed by Tuesday. Florida law stipulates that all counties must report final results no later than a week after the election.

Appearing on CNN's "Late Edition with Wolf Blitzer," Gore campaign manager Bill Daley sounded concerned that Secretary Harris could derail the hand recount gambit.

BLITZER: If [Harris] certifies on Tuesday that Bush has won based on the original recount, is that going to be accepted by the Gore campaign?

DALEY: Oh, I think it's a question because you have legitimate legal hand counts going on. Now, of course, tomorrow if the Bush campaign's legal actions are successful, that's a different situation. But the fact is right now you have legally approved recounts going on by hand in four counties. And I think to certify while there's still a question as to a vote in a county would seem to me to be inappropriate.

BLITZER: So you're asking her to delay any certification until the hand counts are completed?

DALEY: I think that's a realistic question to be asked of her at some point is how do you certify if legally approved hand counts are still going on.

Less than an hour after Daley made his comments, the Palm Beach County election canvassing board, which is in charge of the hand recount, announced it would sue Secretary Harris to extend the state's legally mandated deadline past 5 p.m. on Tuesday.
