It does seem a little late in the game for there to be a settlement conference, unless either (1) the judge ordered the parties to try one more time, or (2) there is some movement towards settlement. Also, the Magistrate involved is the Chief Magistrate of the Northern District, and in fact is known to try many cases himself.
