It is my belief that they chose a method not supported by the rules and regulations and it was brought to their attention about 4 hours after they had started. And, although they probably have used the "light test" before either inthis county or another county's manual recount, they opted to re-do that 4 hours worth of work by strictly abiding by their rules and regulations because of the litigation over the standrads issue. To a lawyer who has seen opposing counsel change course through litigation as a result of one thing or another, you can bet that they had a reason for making the change that was due to the federal lawsuit.
