last year you got x dollars, then this year you asked for 2x dollars but only get 1.5x dollars that is a cut of .5x dollars.

Interesting theory. Have you tried explaining this to the people who pay you?

Sorry Elmer. We measure spending in dollars. No one ever gets what they ask for. An increase is an increase is an increase. It's called "arithmetic." Study it. Learn from it.
