Not really. As the feds conquered enough people they held elections in each state from loyalists (scalawags) and carpetbaggers. Andrew Johnson was sort of elected governor of Tennessee, after being briefly military governor, I believe. Of course, most of the traitors were forbidden to vote. It was the last year of occupation 1876 that led to the "The Crime of '76" and the Compromise of 1877. As each state was "reconstructed" adopted the 13th, 14th, and 15th amendment, passed a reconstructed constitution and elected Republicans to Congress it was readmitted. Florida and Georgia were, I believe, one military district and were the last to be readmitted.
