The case can be made that they mostly represent themselves and only incidentally their districts or states. And operate, by and large, to ensure the growth of their own influence and power via convincing their constituents that they are representing the "public interest".

It might be even easier to make such assertions about various government departments and bureaucracies that never seem to stop growing in size and intrusiveness into our daily business and personal lives. They consume enormous amounts of tax $$, human and other resources that could certainly put to more productive use in the private economy.

Just one more reason that the size of government should be reduced. Not increased with more and more "programs".
