Chris Matthews just now on MSNBC....talked to 2 knowledgeable legal authorities in Florida. They said that the law allows for handcounting of ballots because the punchcount machines have a 3-5% error rate due to hanging chards on the ballots. THE FLORIDA state election committee not Gore are orchestrating this recalculation because the election is so close and the error rate is greater than the margin of difference between the candidates. Also.......the Bush camp would not, they say benefit from a state wide recount by hand because most of the rest of the state DO NOT use punch card ballots........it is up to the local municipality as to whether they use one of a variety of polling methods..............Does all this explain the issues at hand or not?ALSO.......they said that a vote is
considered a vote if one of the 4 prongs has been violated........it seems that this is standard operating procedures
in Florida.
