Ike was in office for almost thirteen months following Batista's flight, and never at any time had the courage or forethought to override the tragic advice he was getting from the various mafiosos with interests on the island. But yes, a democratic administration did permit the CIA to go ahead with it, point taken ... the opportunity had at that time passed, though, and the mafiosos had a beachhead in Miami by then, along with not a few ears in Washington.
